A Note about the Candidates Running for Election
Matt Osborn : I have lived in Dobson Place 20 years and have and served on the board for last eighteen. Why do I want to do this any longer? Volunteering my time is just one way I give back to my community. Over the past two decades, the board has made improvements to our parks, and common areas without wildly increasing our assessments. When I first joined the board, our assessments were $25 monthly. Eighteen years later, assessments are only $50 monthly and our financial position with respect to our reserve fund is excellent. Having consistency on the board is important to ensure continuity of our budget and expenses as well as helping new board members understand why previous decisions were made. Finally, I will advocate, over the next year, additional spending to plant trees and shrubs we have lost this past monsoon season.
Pete Cwik : Has lived in Dobson Place for 23 years. He has served on the board for over 15yrs. Pete would like to continue serving on the board and has been a very valuable asset. He exhibits depth of skill in strategic and tactical planning which has benefited the community. Pete also serves on the City of Chandler Neighborhood Advisory Committee and is able to ensure that City and HOA communications are properly maintained.
Joe Diaz : I am a registered landscape architect and I currently work for the city of Phoenix managing a 60 million budget for capital improvement projects. These projects include full park renovations and cost saving projects like LED lighting & irrigation efficiencies. I have lived in the neighborhood for 16 years and enjoy the events the HOA has provided & feel like I would be a good addition to the HOA board.
Lee Councilor : My wife and I reside on Binner Dr. and I would like to become a board member for our HOA association. I say our HOA as it belongs to all of us and we make this neighborhood the great place it is to live. I have been a resident in the Dobson Place neighborhood since 1998. My wife and I purchased our home and have loved being a part of the community for 22 years and enjoyed all that it represents. I wish to keep it the nice and friendly place where neighbors can get together and families can enjoy our outdoor spaces. I am the Maintenance Superintendent for the City of Phoenix Convention Center. I am a Certified Facility Professional, and a Certified Public Manager through ASU. I am also a member of our Architecture Committee. I hope you will give me a chance to be one of your board members to support and keep our neighborhood and HOA a fun place to live.
Patrycja Kozaczka : Hello neighbors! My name is Patrycja Kozaczka and I have lived in Dobson Place for the past 3 years with my husband, Bart and 2 children, Emilia and Liliana. I am currently a Program and Project Funding Accounting Manager with the Arizona Department of Transportation. Prior to moving from Chicago, I was working in the Private Sector as an Auditor and Financial Statement Manager. I would love nothing more than to serve our community, where I plan to raise my children, and continue making progress towards making Dobson Place welcoming and safe for families. My philosophy is that in order to continue making our neighborhood desirable, we need to modernize, be flexible, provide opportunities for youth and all of our neighbors to gather. I look forward to the opportunity to continue making Dobson Place a community we are proud to call home.
Joseph Cowart . I purchased our home as the first owner in 2002. I care about the beauty and upkeep of this neighborhood as well as the feeling of community our neighborhood offers. I have enjoyed serving on the board this past year. I will continue to be available by phone & e-mail to listen to neighbors' concerns. I will always make decisions to reflect the voice of the people in Higley Groves.
My name is Edward Archibald . My wife and I have lived in Higley Groves for 15 years. I have served on past boards and am anxious to continue to serve members of our community in the future. As a member of the Board I realize that I represent all of our community members and will always listen to your concerns and consider them with decisiveness as we move forward for the betterment of our community.
My name is Ryan Hill . I have been a resident of Higley Groves since 2012. My wife and I were attracted to the community because of the great feeling you get as you drive through the tree line streets. I love my community and hope to continue making it wonderful.
My name is John Anderson (Melinda Imig-Spencer). My family and I have lived in Shamrock Estates for 2 years now. I have owned and operated my business for the last 12 years. I have three children ranging from 4 years old to 18 years old. I am a very passionate and driven individual and believe that I would make a great addition to the board. I love that our community is filled with so many families and would like to help keep it a family friendly community and want to make it the best it can be.

**Notice: In accordance to Dobson Place Homeowners Association By-Laws, in order to vote at the annual meeting, you must be current in payment of all funds owed the association. If you are not current in payment of all funds owed the Association by 12:00PM the day before the meeting, please consider this official notice of suspension of your voting rights. Surplus Funds Roll-over Vote
Each year the Association annual budget is prepared to meet the financial needs of the community during the year. In some cases, there may be a small surplus of funds that could be rolled into the following year to help offset future assessment increases.

IRS Revenue Ruling 70-604 requires the membership to vote in favor of rolling any excess funds forward into the next tax year or the excess could be taxed at 30%.
Opinion Poll
In our community, the HOA documents state that an Architectural Change Request must be submitted whenever a homeowner wishes to change the appearance of their property. Architectural Change Requests are usually reviewed every week by the Architectural Committee to accept changes, ask for additional information, or to deny the proposal. There are times when some homeowners make visible changes to their property without seeking HOA approval. Would you be in favor of a monetary penalty (CC&R Fine) for homeowners making changes to their lot before receiving an Architectural Change approval?

During 2020 we have made some neighborhood enhancements, most notably the additional landscape features including additional trees, shrubs, and boulders along Emmett and Oakland.

Pursuant to You Association's Bylaws, you must be current in payment of all funds owed the Association for your vote to be counted. If you attend the meeting in-person you may rescind your online vote and re-cast your vote.

The Voter ID number is unique to each owner. The unique ID number and absentee ballot are mailed to each owner using their billing address. We hope this, ground breaking system, will increase participation.
